State Rep. Kevin Raper, R-Cleveland, is sponsoring legislation that aims to address attendance problems while safeguarding students’ privacy rights.

House Bill 61 allows subpoenas to be issued for a student’s attendance record as part of a complaint or referral under student attendance laws. The bill ensures that a student’s full attendance history, including records from prior school years, can be accessed when necessary, in compliance with the Family Educational Rights and Privacy Act and other privacy laws.

“This bill gives schools and authorities the tools they need to address chronic absenteeism and other attendance issues,” Raper said. “It strikes a balance by enabling access to important records while maintaining privacy protections.”

House Bill 61 has been recommended by the K-12 Subcommittee for consideration by the Education Committee on Feb. 25.
