On June 24, 2026, the Tennessee Department of Education released state-level results for the 2025–26 Tennessee Comprehensive Assessment Program (TCAP). The data showed continued academic growth across multiple grade levels and subjects. Third-grade English Language Arts (ELA) achievement increased by 3.2 percentage points, reaching its highest level since 2017. Fourth-grade math scores rose by 3.6 percentage points, while high school Geometry scores increased by 5.6 percentage points, reflecting encouraging progress in foundational and cumulative subject areas.
For those following education policy, these gains raise an important question: If schools are improving and instructional interventions are working, why do proficiency rates on rigorous state and national assessments often remain closer to 40%–55% than 80%–90%?
The answer lies in understanding how modern assessments define proficiency, what is meant by “rigor”, and how student achievement is measured across a diverse public-school population.
Proficiency reflects the percentage of students who have strong command of the rigorous grade-level standards as opposed to just meeting the baseline threshold for grade-readiness. Recalling facts and basic understanding of baseline information is not equivalent to analyzing and applying the concepts in a proficient manner.
That distinction is what the term “rigor” is intended to capture. Rigor does not mean making a test artificially difficult or asking students to memorize more information. Rather, it means assessing higher levels of cognitive skill. In other words, rigorous assessments are designed not merely to determine what students know, but how well they can think with what they know. This reflects a long-standing goal of education: not simply teaching students what to think, but equipping them with the skills to think critically, analyze information, and solve problems independently.
Finally, as student achievement is often reflected on a bell curve where aptitude or special circumstances can impact one’s score, a broad upward shift in performance across the population is a more realistic expectation than near-universal proficiency.
The History of Tennessee’s Honesty Gap
Prior to major education reforms more than a decade ago, many state assessments across the country measured relatively low proficiency thresholds. In many cases, students could be classified as “proficient” while still performing below nationally recognized benchmarks.
Tennessee became a prominent example of this phenomenon. In 2007, state assessments reported that more than 90% of students were proficient in some subjects. Putting Proficiency Rates into Context
One of the most common misconceptions in education is that proficiency rates should naturally approach 80% or 90% across an entire state.
Nationally, even the highest-performing education systems often report proficiency rates on rigorous assessments that fall well below those levels. On NAEP, which uses a demanding proficiency benchmark, many of the nation’s strongest-performing states typically report proficiency rates in the range of 40% to 50%, depending on the grade level, subject, and testing year.
This does not indicate failure. Rather, it reflects the rigor of the benchmark itself.
Education researchers have long noted that NAEP’s proficiency standard represents a challenging level of academic performance rather than a minimum definition of grade-level competence. As a result, states that align their assessments more closely with NAEP often report lower proficiency rates than states that use less demanding standards.
For that reason, proficiency percentages should not be viewed in isolation. A state reporting 50% proficiency under a rigorous framework may actually be outperforming a state reporting substantially higher percentages under a less demanding standard.
Understanding Proficiency Through Bloom’s Taxonomy
One useful way to understand modern proficiency standards is through Bloom’s Taxonomy, a framework used by educators to classify different levels of learning and cognitive skill. The taxonomy progresses from basic knowledge to increasingly sophisticated forms of thinking:

2. Understand – explaining concepts and demonstrating comprehension.
3. Apply – using knowledge to solve problems.
4. Analyze – examining relationships, patterns, and evidence.
5. Evaluate – making judgments based on criteria and evidence.
6. Create – developing new ideas, solutions, or products.
Historically, many standardized assessments focused heavily on the lower levels of the taxonomy, measuring whether students could remember information and demonstrate basic understanding. A student who could identify a math formula, define a vocabulary word, or recall historical facts might be considered proficient under older accountability systems.
Modern assessments such as Tennessee’s TCAP place much greater emphasis on higher-order thinking skills. Students are often asked not merely to recall information, but to apply concepts, analyze evidence, interpret data, solve multi-step problems, and justify their reasoning. These tasks align more closely with the middle and upper levels of Bloom’s Taxonomy.
For that reason, proficiency should not be confused with basic grade-level readiness. A student may possess the foundational knowledge necessary to advance to the next grade level while still not demonstrating the deeper analytical and problem-solving skills required to be classified as proficient on a rigorous assessment. In many cases, proficiency reflects a student’s ability to consistently perform at Bloom’s “Apply” and “Analyze” levels, and occasionally beyond.
Understanding this distinction helps explain why proficiency rates on rigorous assessments are lower than many people expect. The goal is not simply to measure whether students have learned the material, but whether they can use that knowledge effectively in increasingly complex and challenging situations.
Understanding Student Achievement Across Diverse Populations
Student achievement naturally varies across a broad range of abilities, backgrounds, experiences, and educational needs. Public schools serve all students, including those with learning disabilities, language barriers, economic challenges, and a wide variety of academic strengths.
While effective educational policies can improve outcomes across the board, variation in student performance will always exist within a comprehensive public-school system.
This reality helps explain why comparisons between selective-admission schools and traditional neighborhood schools can be misleading.
Consider Central Magnet School in Rutherford County. As one of Tennessee’s highest performing public schools, Central Magnet admits students through a competitive academic selection process and serves a population that is already performing at a high level. Consequently, proficiency rates approaching 100% are not surprising.
Traditional community schools, by contrast, educate all students who reside within their attendance zones. Their mission is fundamentally different, and direct comparisons of raw proficiency percentages can obscure the progress being made across a much broader student population.
Evidence of Continued Growth
The positive trends reflected in the 2026 TCAP results suggest that Tennessee’s long-term education strategy continues to produce measurable results.
Following the significant academic disruptions associated with COVID-19, Tennessee implemented several statewide initiatives, including the Tennessee Literacy Success Act and the Learning Loss Remediation Act. These efforts expanded science-of-reading instruction, summer learning opportunities, tutoring programs, and targeted interventions designed to accelerate student learning.
The latest results indicate continued progress. Improvements in early literacy, elementary mathematics, and high school coursework suggest that many students are recovering lost ground and building stronger academic foundations.
Looking Beyond a Single Number
Education data is most useful when viewed in context. A proficiency rate is not merely a percentage. It reflects the rigor of the standard being measured, the diversity of the student population being served, and the expectations established by policymakers and educators.
Tennessee’s education story over the past two decades has been defined not by lowering standards to produce higher numbers, but by raising expectations and providing a more honest assessment of student achievement. The state’s recent gains suggest that those higher standards, combined with targeted interventions and accountability, are producing meaningful results.
While there is still work to do, Tennessee’s progress reflects genuine academic growth measured against a rigorous and transparent benchmark.
